KATHMANDU: Wrapping up his China visit, Nepal Army's Chief of Army Staff (CoAS) Gaurav Shumsher Rana returned home on Sunday.

Chief of General Staff Lt. General Netra Bahadur Thapa received General Rana at the Tribhuvan International Airport (TIA) this afternoon.

A troop of Nepal Army paid guard of honours to the army chief at the TIA.

On the occasion, Chinese Ambassador to Nepal Wu Chuntai and highly-placed officials at Ministry of Defence were also present.

During his official visit to China, CoAS Rana met his Chinese counterpart General Fang Fenghui, Vice Chairman of Central Military Commission, Air Chief Marshal Xu Qiliang among others top military officials.

Likewise, CoAS Rana observed Shaansi-based First Hospital affiliated to Fourth Military Medical University and Nanjing-based Nanjing Army Command College.

During the visit, Rana also signed a protocol of Chinese grant on two mobile hospitals to NA.

?China has assured of RMB 50 million assistance to Nepal Army in near future,? NA said in a statement.

The visit has assisted to strengthen and intensify the century-long bilateral relationship between the two neighbours, NA added.

On invitation of his counterpart General Fang Fenghu, CoAS Rana had left on a weeklong visit to the northern neighbour on July 18.

Earlier this year I wrote that we have entered an era where every company is a technology company and technology is every company. Not a day goes by when the idea isn?t reinforced by the headlines. Today, it is a mega-merger of ad-giants,?Publicis Groupe of Paris, France and Omnicom of New York.

A decade ago, a big ticket merger in advertising world wouldn?t merit any attention in Silicon Valley, but we are living in new and exciting times ?? media, content and technology are now in a sailor?s knot. Today the idea of what is media is being transformed by the emergence of two new mediums ? wired and wireless broadband. All our concepts of media containers ? television, newspaper, magazines are being tested by changing demographic and consumer behaviors.

These are as much a challenge (and an opportunity) for startups and new media leviathans like Facebook as they are for advertising companies and that is why I find the merger between two of the six biggest advertising giants ? Publicis and Omnicom ? interesting.

The deal

The two companies jointly announced their merger plans earlier Sunday and said that the new company ? in which each will own a 50 percent stake ? will be called?Publicis Omnicom Group and will have revenue of $23 billion and market capitalization of $35.1 billion. It will trade under the ticket OMC on the New York Stock Exchange and Euronext. The holding company will be based in Netherlands.

This new company will zoom past current market leader WPP, which has revenue of $5.6 billion and market capitalization of $20 billion. According to AgeAge, Publicis Omnicom?s combined US revenues will be $11.4 billion, twice as much as WPP. Needless to say, there are going to be?interesting antitrust implications. And there are other issues. For instance,?PepsiCo is an Omnicom account while Coca Cola is with Leo Burnett, a Publicis company. AT&T is with Omnicom and Verizon is a Publicis account. The list of conflicts is about as long as the press release itself.

Internet deflates

The aggregation of clients makes some sense, especially as we continue to see a shift to the digital. Since 1920, US advertising industry revenues have hovered between 1 percent to 3 percent of the US gross domestic product. This pie is now shared between television, newspapers, magazines, radio, cable with Google, Facebook, Twitter, Yahoo and thousands of other digital outlets. Of course, Internet often brings measurability, targeting and interactivity ? which leads to a sort of deflationary pressure on industries that have traditionally benefited from ambiguity. Stock brokerages and travel industry were the first two industry to be baffled by this new reality.

According to?Understanding the Economics?of Digital Compared to Traditional?Advertising and Media Services, a report by?Joe Burton for?4A?s, a New York-based trade association representing the advertising agency business, ?if traditional ad services require staffing and fees that imply an effective commission rate in the range of 12%?15%,? then the digital typically requires ?resources equating to an effective commission rate ranging from 25%?30%.? The only difference is that while the agencies are spending more money on digital, the media spend is going to be lower mostly as a result of better targeting, measurement and proven effectiveness increases.? So, the ad-industry?s on-going economic shuffle is one way to understand the imperative of this deal.

The Silicon Valley connection

That said, Publicis Omnicom Group will have a lot of say in Silicon Valley. eMarketer estimates that digital advertising will be a $116 billion market this year, with North America alone snagging $45.12 billion of that total. And spending on mobile advertising worldwide is expected to increase 79.7 percent to $15.8 billion this year, eMarketer estimates, up from just $8.8 billion last year.

Given the reliance of Google, Yahoo and Facebook on ad-dollars and thus their fiscal health leads to them acquiring startups. The new advertising giant will therefore have a bearing on the fortunes of upstarts such as Foursquare, Twitter, ?Snapchat and dozens of others that are experimenting with new advertising and marketing formats. The Publicis-Omincom combo controls a lot of dinero!

153076Of course, the giant company knows that it too has to think about the new digital future. While announcing the deal, Publicis CEO Maurice Levy hinted at the need for advertising agencies to embrace the data culture. The new merged company plans to extensively invest in big data and essentially look for ways to narrow target audiences.

He acknowledged that, like all traditional media companies, the challenge is Google, Facebook and Twitter. Levy has been snapping up digital ad agencies fast, spending $575 million on Rosetta earlier this year and about $1.3 billion on Digitas in 2007. Digital now accounts for 37 percent of Publicis? revenues, but Omnicom doesn?t share those numbers.

It's a little weird that USC Athletic Director Steve Fink made the announcement through a note. It's also a little weird that USC sped through the investigation process in less than a week. But at least they looked into it themselves rather than allowing the NCAA to get involved right away. And if nothing else, that should help Clowney stay eligible for the 2013 college football season. Stay tuned to see if the NCAA decides to get involved in the investigation at some point in the near future.

Predicting How the NFL Preseason Will Impact Fantasy Football in 2013

Training camp has arrived in the NFL for most teams. On August 4, the preseason officially begins as the Dallas Cowboys take on the Miami Dolphins in the Hall of Fame Game.

By the time Oakland and San Francisco wrap up the final preseason games at Seattle and San Diego in the wee hours of August 29, the fantasy football landscape will have changed.

How will the 2013 preseason affect fantasy football? Aside from injuries, take almost everything with a generous heaping of salt. But there is certainly value to be gleaned from training camp and exhibition season.

?

Injuries

Injuries invariably occur during the preseason. They are inescapable. Don't fight them. Don't make it weird.

Accurate depiction of fantasy owners when their players get injured.

Before worrying about injuries as they relate to your fantasy teams, it is important to remember that these are real people with careers on the line. As much as it stinks when your fantasy team gets hosed by a big injury, it is far worse for the players on many levels.

Now, time for the worry.

We have already gotten wind of injuries just a few days into training camp. Percy Harvin may miss this season because of a torn hip labrum, though the Seattle Seahawks hope it doesn't come to that. Twitter was driven into a frenzy when getting word A.J. Green went down hard in practice.

Green was just fine, by the way.?

It is precisely for this reason that redraft fantasy leagues?traditional leagues where owners draft their full team each season rather than keep any players?should wait until the last possible date to hold their fantasy drafts.?

If your league drafts on August 8, it is only increasing the odds a key player will go down before a regular-season snap is played.

Of course, if you are in a dynasty or keeper league, cross your fingers and pray to the fantasy gods nothing happens to your players this preseason.

?

Sorting Out the Depth Charts

Take a look at yourself. Are you wringing your hands over whether Alex Green makes it on the 53-man roster for the Packers? Do you really think Ryan Tannehill has anything to worry about in Miami?

The preseason will be used to whittle down rosters and figure out depth charts across the league, but don't overanalyze things.

There are, of course, several preseason battles worthy of your fantasy attention. Namely...

?

Michael Vick vs. Nick Foles

The quarterback situation in Philadelphia is unsettled, but there is potential for big-time output from whoever wins the job.?

?

Vincent Brown vs. Malcom Floyd vs. Danario Alexander vs. Robert Meachem?

Robert Meachem's name was already eliminated by virtue of being terrible last season technical knockout. Can the other three avoid injury and contribute? Who will be the top dog? Much of this will be sorted by Week 1.

?

Lamar Miller vs. Daniel Thomas vs. Mike Gillislee?

Conventional wisdom has Lamar Miller running away with the job at running back in Miami, but Daniel Thomas is inexplicably getting some love. Use the preseason to confirm Miller's superiority in your mind.

Andre Roberts vs. Michael Floyd?

Last year's leading fantasy receiver in Arizona? It was Andre Roberts, not a certain Mr. Fitzgerald. He dukes it out with second-year stud Michael Floyd for the No. 2 job this preseason.

Sidney Rice vs. Golden Tate

If Harvin misses any time, whoever replaces him as the top target in Seattle is in for some serious scoring chances.

Zac Stacy vs. Isaiah Pead vs. Daryl Richardson?

The St. Louis backfield situation is about as clear as the Yellow River?the muddiest river in the world, for the uninitiated. A little bit of preseason clarity will be useful.?

Aaron Dobson vs. Kenbrell Thompkins vs. Josh Boyce vs. Julian Edelman?

The New England Patriots need someone to step up at receiver outside Danny Amendola. Whoever does could be in line for some big fantasy weeks. Aaron Dobson has an early lead, but the situation is fluid.

A.J. Jenkins vs. Quinton Patton vs. Mario Manningham vs. Kyle Williams?

With Michael Crabtree sidelined for the fantasy season, someone needs to take over opposite Anquan Boldin at receiver. Will A.J. Jenkins live up to that first-round draft status, or will he busted by his peers?

Obviously, the previously mentioned injury inevitability will thrust other competitions into relevance. But worrying about San Diego's fourth receiver is an exercise in futility unless you play in a 20-team fantasy league.

Overreactions Galore

We've all seen it.

A player goes crazy in the preseason and shoots up draft boards, only to be incredibly disappointing when the calendar rolls around to September. The tears start flowing soon after he is drafted.

Remember when Tim Hightower was supposed to explode with the Washington Redskins? How about Legedu Naanee's legendary 2012 preseason? Well, outside the actual games, where he was virtually invisible.?

The list is endless.

(AP) ? A giant hedge fund led by an embattled billionaire pledged to continue normal operations after an indictment accusing it of permitting an environment where extensive insider trading could reap hundreds of millions of dollars in illegal profits for more than a decade was unsealed in Manhattan federal court.

SAC Capital Advisors said in a statement Thursday that federal prosecutors had advised the Stamford, Conn.-based company that charges of wire fraud and securities fraud unveiled earlier in the day were not meant to affect the operations of its business.

"SAC will continue to operate as we work through these matters," the company said. It added that it expected to agree with the government on a protective order that would "permit SAC to continue its operations in the ordinary course."

Lawyers for the company were expected to appear in federal court Friday as the company faces the charges.

The criminal indictment and civil lawsuits brought against SAC Capital Advisors and related companies did not name billionaire Steven A. Cohen as a defendant, referencing him only as the "SAC owner" who "enabled and promoted" insider trading practices.

At a news conference, U.S. Attorney Preet Bharara said SAC "trafficked in inside information on a scale without any known precedent in the history of hedge funds."

"When so many people from a single hedge fund have engaged in insider trading, it is not a coincidence," the prosecutor said. "It is, instead, the predictable product of substantial and pervasive institutional failure."

He declined to comment on whether Cohen would be charged, saying: "I'm not going to say what tomorrow may or may not bring."

From 1999 to 2010, the company earned hundreds of millions of dollars illegally as its portfolio managers and analysts traded on inside information from at least 20 public companies, Bharara said.

The possibility that the criminal case could topple the Stamford, Conn., firm, which once managed $15 billion in assets, led the prosecutor to note that the government was not seeking to freeze SAC's assets. Bharara added that prosecutors were "mindful to minimize risk to third-party investors."

Still, the government in one lawsuit sought SAC's forfeiture of "any and all" assets.

The charges came less than a week after federal regulators accused Cohen in a related civil case of failing to prevent insider trading at the firm. While the Justice Department's action targets SAC but not Cohen directly, the civil case brought by the Securities and Exchange Commission seeks to effectively shut him down by barring him from managing investor funds.

In its statement, SAC Capital said Thursday it "has never encouraged, promoted or tolerated insider trading and takes its compliance and management obligations seriously."

It added: "The handful of men who admit they broke the law does not reflect the honesty, integrity and character of the thousands of men and women who have worked at SAC over the past 21 years."

A lawyer for Cohen did not immediately respond to a message for comment. Last week, an SAC Capital spokesman said "Steve Cohen acted appropriately at all times."

The tapering of stimulus by the US Federal Reserve risks reigniting the eurozone debt crisis and pushing the weakest countries into a ?debt-deflation spiral?, the International Monetary Fund has warned.

Violence Mars Montenegro's First Gay-Pride Parade

Police have clashed with antigay protesters trying to disrupt the first gay-pride parade to be held in Montenegro.

Several hundred protesters shouting "Kill the gays!" threw stones, bottles, and other objects at police and several dozen activists marching in support of gay rights in the coastal town of Budva on July 24.

Police said at least 10 protesters were arrested and several marchers were injured.

"We will not stop, we will not give up, we will organize gay-pride parades in Montenegro, just because of this, of what you can hear them shouting that we should be killed," Zdravko Cimbaljevic, one of the parade's organizers, told Reuters.

"We should not be killed, we have to live together, as a people that should live together, and fight together against discrimination and against inequality in our society."

Ahead of the march, several newspapers had published mock obituaries of gay activists.

Previous attempts to organize pride events in the staunchly conservative country have failed over threats of violence.

The Balkan nation of 600,000 is in talks to join the European Union, and the government had urged tolerance.

Nearly 39,000 fans have ?liked? a page created in Sgt. Sean Murphy?s honor, hoping to pressure police chiefs to save him from being fired. It?s called ?Save Sgt. Sean Murphy.?

?This petition is to save Trooper Sean Murphy his job,? the Facebook posting states. It?s not known who created the page. ?He did what I think most of us would have liked to do or would have done had we had the same resources.?
