SALT LAKE CITY (AP) ? More than 200 Utah teachers are expected to pack a convention hall on Thursday for six hours of concealed-weapons training as organizers seek to arm more educators in the aftermath of the Connecticut school shooting.
The Utah Shooting Sports Council said it normally gathers a dozen teachers every year for instruction that's required to legally carry a concealed weapon in public places. The state's leading gun lobby decided to offer teachers the training at no charge to encourage turnout, and it worked.
Organizers who initially capped attendance at 200 were exceeding that number by Wednesday and scrambling to accommodate an overflow crowd.
"Schools are some of the safest places in the world, but I think teachers understand that something has changed ? the sanctity of schools has changed," Clark Aposhian, one of Utah's leading gun instructors, said Wednesday. "Mass shootings may still be rare, but that doesn't help you when the monster comes in."
Gun-rights advocates say teachers can act more quickly than law enforcement in the critical first few minutes to protect children from the kind of shooting that left 20 children and six adults dead Dec. 14 at Sandy Hook Elementary School in Newtown, Conn. In Arizona, Attorney General Tom Horne has proposed amending state law to allow one educator in each school to carry a gun.
Educators say Utah legislators left them with no choice but to accept some guns in schools. State law forbids schools, districts or college campuses from trying to impose their own gun restrictions.
"We're not suggesting that teachers roam the halls for a monster," said Aposhian, chairman of the Utah Shooting Sports Council. "They should lock down the classroom. But a gun is one more option if the shooter comes in."
A major emphasis of the required safety training is that people facing deadly threats should announce they have a gun and retreat or take cover before trying to shoot, he said.
Utah is among few states that let people carry licensed concealed weapons into public schools without exception, the National Conference of State Legislatures says in a 2012 compendium of state gun laws.
Utah educators say they would ban guns if they could and have no way of knowing how many teachers are armed.
"It's a terrible idea," said Carol Lear, a chief lawyer for the Utah Office of Education, who argues teachers could be overpowered for their guns or misfire or cause an accidental shooting. "It's a horrible, terrible, no-good, rotten idea."

The equipment finance sector?s overall new business volume for November is up 3% compared to the same period in 2011, according to the?Equipment Leasing and Finance Association?s?latest?Monthly Leasing and Finance Index.
The index also shows that new business volume is down 16% from last month; however, the year-to-date cumulative new business volume increased 15%.
Receivables over 30 days increased for the first time in six months to 2%, up from 1.7% in October, and they were unchanged when compared to the same period in 2011. Charge-offs were up from the previous month at 0.5%, and down by 28.6% compared to the same period last year.
Credit approvals totaled 77% in November, down from 79.5% in October. Forty-six percent of participating organizations reported submitting more transactions for approval during November, down from 66% the previous month.
Finally, total headcount for equipment finance companies was down 1% from the previous month, and declined 2% year over year.
Separately, the Equipment Leasing & Finance Foundation?s Monthly Confidence Index (MCI-EFI) for December is 48.5, a decrease from the November index of 49.9, reflecting industry participants? concerns regarding the impact of fiscal issues on capital expenditures, despite an overall sense of optimism in the equipment finance industry.
The Yale Law Journal Online has just published A Defense of Immigration Enforcement Discretion: The Legal and Policy Flaws of Kris Kobach?s Latest Crusade, an essay by David A. Martin.?The essay disputes the legal claims set forth in a recent lawsuit that seeks to invalidate a policy of the Department of Homeland Security. The policy gives protection against deportation to unauthorized immigrants who came to the country as children, and the Department defends it as an exercise of prosecutorial discretion. The plaintiffs claim that no such discretion exists, because the Immigration and Nationality Act, as amended in 1996, requires that virtually all aliens who entered without inspection be detained and placed in removal proceedings whenever encountered by immigration agents. Closely examining the statutory language and drawing on the author?s own extensive involvement as General Counsel of the Immigration and Naturalization Service in the 1996 consideration of legislative amendments and administrative implementation, the essay makes the case that the plaintiffs? argument misunderstands both Congress?s intent and consistent agency practice before and after those amendments.

Ohannesburg: Ailing Nelson Mandela was Tuesday visited in hospital by his wife Graca Machel and family as he spent Christmas Day on his sickbed, said President Jacob Zuma who joined the family.
?We found him in good spirits,? said Zuma in a statement.
?He was happy to have visitors on this special day and is looking much better. The doctors are happy with the progress that he is making,? said Zuma.
Mandela, 94, was admitted to a Pretoria hospital on December 8. He has been treated there for a recurrent lung infection and underwent surgery to remove gallstones.
On Monday, Zuma?s office, which is tasked with issuing updates on his condition, said doctors had confirmed that he will not be home for Christmas.
But there was no indication of when he might be discharged.
His grandson Mandla Mandela earlier told eNCA television that the family was saddened by his absence from home this Christmas.
?We are greatly saddened by his absence?we didn?t anticipate that he would be away for so long,? said Mandla from Mvezo village, where he is the local chief.
He said the family was hopeful that the much loved elderly statesman will be home soon, adding that his presence was enjoyed by the family and the community of Qunu, the rural village where he grew up and later retired to.
Before his retirement in 2004 Mandela used to host a Christmas feast for impoverished children in Qunu, which was a highlight for many.
Since retiring from public life, Christmas has been a more low-key affair, spent with family.
Mandela, who became South Africa?s first black president after the country?s first all-race elections in 1994, has a long history of lung problems, dating back to the time when he was a political prisoner on Robben Island.
In January 2011 he was hospitalised two nights for an acute respiratory infection.
This is his longest hospital stay since coming out of prison in 1990.
He can take it all out at once if he wants, but if you run the numbers he will most likely be better off taking it out over his life expectency. He can also name additional beneficiaries in the event he dies before depleting it, but they would have to continue taking RMD's based on his life expectancy. There is no second stretch.
If you are talking about taking the RMD and investing it into a Roth or TIRA, the usual limitations regarding whether he is an active participant in a qualified plan and income would apply. It would also be limited to the normal allowed contribution based on his age.
A lot of good things happened in tech this year.?The iPhone 5 premiered with 4G and a feather-light design. Google released its Nexus 7 tablet to go head-to-head with the Amazon Kindle Fire, and equipped it with Jelly Bean.?Samsung delivered a powerful one-two punch with the Galaxy S III and Galaxy Note II. And we saw a fair number of Ultrabooks that gave the MacBook Air?a run for its money.
But where there?s good, there?s bad. And there were plenty of major tech?fails this year. These awards go to the eight biggest.
Wrong-Way Award: Apple Maps With all the anticipation surrounding iOS 6, many didn?t think twice about giving up Google Maps for Apple?s new Maps app. But once users switched over, the complaints and outcries that the iOS app was far inferior to Google Maps mushroomed. The app was riddled with errors ? including wrong addresses and warped-looking landmarks in the Flyover view ? while it lacked integrated mass-transit directions.
Apple eventually apologized for the Maps gaffe, and even recommended alternatives. CEO?Tim Cook probably put it best, saying, "We screwed up."

False Start Award: Windows 8 After Microsoft?released a preview of the highly anticipated Windows 8, users were dismayed to find that, although the new system's classic "desktop" was practically identical to the Windows 7 interface, it lacked a Start menu. Microsoft had substituted the menu with a shortcut to the Start screen, which meant users are forced to leave the desktop just to launch an app that takes them right back to the desktop.
Talk about frustrating. The good news is that a number of third parties have stepped up to the plate with alternatives, including Stardock's Start8 and Samsung's S Launcher utility.

Worst Sales Pitch: Dell?s ?Daily Deals? During Laptop's annual Tech Support Showdown, we made three calls to Dell's?tech support line and got more than we bargained for. During the calls, Dell pushed premium warranties on us, saying we had won a daily drawing that would allow us to buy a $500 four-year extended warranty for just $317. Lucky us ? we were chosen to spend even more money on something we didn?t need! When we resisted, the representative rushed us through the call, barely attempting to answer our question, but routinely haranguing us to buy the warranty, because otherwise the next caller would get our "prize."
According to Dell, using "drawings" as a sales tactic is against company policy. However, aggressively pushing extended warranties and hardware purchases is not, as we experienced on two other calls where support reps seemed more interested in making a commission than solving our problems.

IP-(Uh)-O Award: Facebook Although Facebook?s IPO initially set a record for technology companies by raising more than $16 billion, it quickly became the decade?s worst initial public offering. When the social networking giant went public in May, its initial offering price was set at $38, while the company was valued at $104 billion. However, a little more than two weeks later, Facebook shares had dropped dramatically to $26.90 per share.
As it turns out, Facebook?s inability to monetize mobile traffic has caused a lot of concern among investors.?Although the stock has rebounded from a recent slide, the share is still way off the debut price.

Biggest Rip-Off Award: Shared Data Plans In June, Verizon unveiled its new Share Everything plans, which allow customers to pay a flat fee for each device, plus a single charge for shared monthly data, which ranges from 1GB to 10GB. The plan includes unlimited voice minutes and text messages and makes you pay for them, whether you need them or not. As a result, a 2GB data plan costs $100 on the new plan while 2GB with a limited number of minutes and texts cost $70 on the old plan.
AT&T followed suit with similar Mobile Share plans. However, neither of these shared-plan options lets you opt for limited voice minutes or data. Plus, you still need to pay an additional monthly fee as you add devices, whether it?s a tablet?($15 for AT&T, $10 on Verizon Wireless) or mobile hotspot ($50 for AT&T, $20 for Verizon Wireless). At least AT&T kept its individual plans for those who don?t want to go the shared route.

Broken Promises Award: BlackBerry?10 BlackBerry 10 has become somewhat of a punchline in the tech industry, with the release of Research?In?Motion?s new mobile?OS continually delayed at a time when the straggling smartphone-maker should be trying anything to keep up with its Android and iPhone?competitors. After a brief demonstration of BlackBerry 10 at BlackBerry World in May, RIM pushed back the operating system?s release until Q1 of 2013, and soon after slashed 5,000 jobs.
Although there are some features in BB10 that look promising, many BlackBerry loyalists have already jumped ship. We'll find out in January if RIM has a shot at a better 2013.

Bait-and-Switch Award: Microsoft Surface When commercials for the Microsoft?Surface started airing, viewers were enthralled by the device's Touch Cover. It came in fun, eye-catching colors and magnetically snapped onto the device for an easy typing experience.
One would assume that if Microsoft was putting the Touch Cover into its Surface commercials, it would come with the Surface, right? Wrong. Turns out the Touch Cover is a separate purchase, and shoppers would have to invest an additional $119 for the accessory ($100 if you buy it with the black one).

Bad Idea Award: Google Nexus Q Nexus Q could have easily made our list of most overpriced gadgets of all-time ... if it had actually come out. First shown and given to attendees at Google I/O 2012, the Nexus Q is a set-top box in the shape of an orb that streams music and movies to your home theater from Google Play ??and Google Play only.
While a $49 Roku box, a $99 Apple TV or a $99 Google TV box offers a variety of content services, even apps, the $299 Nexus Q didn't even have Netflix. Once you got over its unique design, the Nexus Q's main feature was allowing multiple users to add to the same playlist, something that was sure to create plenty of arguments among family members with different tastes. To Google's credit, the company quickly realized it had a dud on its hands, stopped accepting new orders and gave free units to anyone who had preordered.
It costs more to be poor these days. Even minimum wage jobs, such as those at Wal-Mart and Target, now require online applications. That's why the FCC Wireline Competition Bureau is funding 14 pilot projects to expand broadband adoption through its Lifeline program. According to the FCC, "Located in 21 states and Puerto Rico, the pilots will also provide broadband for nearly 75,000 low-income consumers who now lack service." The program will run for 18 months, beginning on Feb. 1, 2013.
The FCC deems the project essential because of the drastically lower broadband adoption rate among low-income households. "Fewer than 36 percent of families with incomes less than $25,000 subscribe to broadband at home, compared to nearly 92 percent of families with incomes over $75,000," said the FCC.
The pilots will test how best to use the Lifeline program to expand broadband. There will be five wireless, seven wireline and two offering both over a variety of geographic areas. "Seven will test discounted service in rural areas, including two on Tribal lands, and seven will test discounted service in urban and suburban areas."
The 14 chosen pilots include the Ohio and West Virginia locations of Frontier Communications Corporation, a CWA-represented company. Others range from Vermont to the tribal areas of Arizona, from New York State to Puerto Rico.
The program is being funded by $14 million gained from savings in Lifeline reforms.

The nerve cells regulate cardiovascular functions such as heart rhythm and blood pressure. It is hoped that the discovery, which is published in the Journal of Clinical Investigation, will be significant in the long term in the treatment of cardiovascular diseases in humans.
The scientists have managed to identify in mice a previously totally unknown group of nerve cells in the brain. These nerve cells, also known as 'neurons', develop in the brain with the aid of thyroid hormone, which is produced in the thyroid gland. Patients in whom the function of the thyroid gland is disturbed and who therefore produce too much or too little thyroid hormone, thus risk developing problems with these nerve cells. This in turn has an effect on the function of the heart, leading to cardiovascular disease.
It is well-known that patients with untreated hyperthyroidism (too high a production of thyroid hormone) or hypothyroidism (too low a production of thyroid hormone) often develop heart problems. It has previously been believed that this was solely a result of the hormone affecting the heart directly. The new study, however, shows that thyroid hormone also affects the heart indirectly, through the newly discovered neurons.
"This discovery opens the possibility of a completely new way of combating cardiovascular disease", says Jens Mittag, group leader at the Department of Cell and Molecular Biology at Karolinska Institutet. "If we learn how to control these neurons, we will be able to treat certain cardiovascular problems like hypertension through the brain. This is, however, still far in the future. A more immediate conclusion is that it is of utmost importance to identify and treat pregnant women with hypothyroidism, since their low level of thyroid hormone may harm the production of these neurons in the foetus, and this may in the long run cause cardiovascular disorders in the offspring."

WWE.COM: You will be forever associated with The Attitude Era. What was it about you and your personality that made you the guy for that time period?
?STONE COLD??STEVE AUSTIN: That?s a damn good question; I don?t know if I?ve got the answer for it. I guess I was just an entertaining guy. It?s hard for me to answer that question, because it?s cool to be that guy. But I?m not gonna sit here and blow smoke up my a**. I guess I just turned it up to be loud and aggressive, and I meant what I said and I did what I said.
I think the character of ?Stone Cold? Steve Austin, he was a pretty honest and straight-shooting cat, and he was digging and scratching and clawing to get to the top in the business that he loved and it showed in the work and in the persona I created.
That?s the best that I can figure. I was the guy who did it.

Dec. 18, 2012 ? Scientists at The University of Manchester have used synchrotron-based imaging techniques to identify previously unseen anatomy preserved in fossils.?
Their work on a 50-million-year-old lizard skin identified the presence of teeth (invisible to visible light), demonstrating for the first time that this fossil animal was more than just a skin moult. This was only possible using some of the brightest light in the universe, X-rays generated by a synchrotron.?
Dr Phil Manning, Dr Nick Edwards, Dr Roy Wogelius and colleagues from the Palaeontology Research group used Synchrotron Rapid Screening X-ray Fluorescence at the Stanford Synchrotron Radiation Lightsource in California to map the chemical make up of a rare fossil lizard skin. This cutting edge technology uses powerful x-rays that enabled the team to map the presence of phosphorus from teeth in this ancient reptile.
The relative position of the phosphorous in the skin fossil helped the scientists identify the type of lizard. They believe that the more elongated snout in conjunction with the general jaw shape bears a strong resemblance to a shinisaurid lizard (Bahndwivici ammoskius). The presence of phosphorous also demonstrates for the first time that the fossil skin is more than just a moult, as no lizards can shed their teeth along with their skin!?
Talking about the images Dr Manning said: ?Finding the presence of teeth changes almost everything we thought we knew about this fossil. We can identify the type of lizard for the first time, based upon the geometry of the teeth. Our findings also raise some fascinating questions about what happened to the animal after its death. What wiped out its bones but preserved the skin and the ghost of its teeth?? ?
The results of the analysis of the fossil using the synchrotron have been published in the journal Applied Physics A. It adds to the growing weight of evidence that powerful synchrotrons offer advanced fossil analysis.?
Dr Manning also said: ?The technique permits us to tease-out chemical information from fossils, information that you simply cannot see with the naked eye. Such chemical maps can help us see 'ghosts' of original biological structures that only remain in very dilute concentrations in the fossil.?
Dr Nick Edwards, a senior author on the paper, said: ?This technology changes how we view taphonomy (the study of decaying organisms and how they are fossilized). We can now start looking for traces of animals that are totally invisible in visible light through analysing the bright chemical signature that appear under the powerful gaze of the synchrotron. This 'x-ray vision' will enable palaeontologists to add important information to the biology, anatomy and preservation of ancient life.?
The team worked with a leading geochemist, Dr Roy Wogelius (also a senior author), who was instrumental in the development of the techniques deployed by the Palaeontology Research Group. Dr Wogelius said: ?These techniques are beginning to redefine the way we study Life on Earth. It is simply fascinating to work with biologists, physicists, chemists and palaeobiologists because at the crossroads of these disciplines lay many new discoveries for science.?
Dr Manning and his team hope to analyse more fossils using the Standford Synchrotron Radiation Lightsource and also the UK based Diamond Lightsource, to reveal new findings from ancient worlds by uncovering the subtle echoes of life left for science to find and interpret.

LONDON (CNN) ? The massacre of 20 young children and six adults at Sandy Hook School in the U.S. state of Connecticut has provoked global shock, with many taking to social media sites to express sorrow for the victims and their families ? and anger at the gunman, who also killed his mother before the rampage.
But there was hope, too, that the latest in America?s deadly string of shooting rampages might finally lead to a change in the gun culture that many blamed, at least in part, for the killings.
World leaders, from Australia?s Prime Minister Julia Gillard to her Canadian counterpart Stephen Harper, and Britain?s David Cameron all offered their sympathies to those involved in the attack at Newtown.
Britain?s Queen Elizabeth II also sent a message of sympathy to those caught up in the tragedy.
For many, the shooting spree revived memories of previous gun massacres, from Hungerford in the UK to Tasmania in Australia and Oslo in Norway in 2011.
Britain?s Sun tabloid noted that ?the slaughter in Connecticut brought back the horror of the Dunblane massacre,? in which 16 children and their teacher were shot dead at a school in Scotland in March 1996.
In an editoral, the Sun said the latest shooting ?defie[d] belief,? but pointed out that ?in the months following Dunblane, public revulsion led to new laws that effectively made the private ownership of handguns illegal [in the UK].?
In Australia, too, gun control laws were tightened in the wake of a murderous rampage: The killing of 35 people in April 1996, most of them at Port Arthur, a popular historic site on the island of Tasmania.
Australian media mogul Rupert Murdoch took to Twitter to ask: ?When will politicians find courage to ban automatic weapons? As in Oz after similar tragedy.?
And writing in the UK?s Observer newspaper, Ben Adler questioned whether the Sandy Hook massacre may yet prove to be the moment America?s attitude towards guns changes.
?This time the shock is more extreme, the feeling more visceral, and the political pivot ? towards the need for greater gun control ? faster and more focused,? he wrote.
?Perhaps it is because so many of the victims were [so young] ? Perhaps, finally, it is because Americans can only tolerate so many senseless deaths from gun violence.?
On the website of Germany?s Spiegel news magazine, Johannes Korge, too, suggested that the sheer defenselessness of the young victims of Friday?s rampage might be enough to shift attitudes to gun control.
?This time it is different. The victims are the youngest members of society, completely defenseless, completely innocent.?
Korge also argues that Obama is operating from a position of power, saying he no longer has to worry about upsetting swing voters.
?Rarely has the chance for real change been as great as it is now? Obama can ? if he really wants to see his words turned into deeds ? afford to crack down.?
